Based on this The Man Repeller post (funny as always) I leave you with 3 french girls who decidedly look very cool with bangs... And it's not a contemporary thing! I would add Jane Birkini (who's not french but lives in France) or Anna Karina (who's now french citizen but originally danish) but I want to keep loyal to the Leandra Medine's idea, that the best fringes are a question of nationality :p
